An 18-month joint investigation led by Spotsylvania Sheriff’s Office Special Investigations Unit detectives has resulted in the arrest of an Alexandria, Va., woman for multiple counts of racketeering and tax fraud.

Dorothy Anne Beach, 50, was taken into custody March 14.

Beach used the identities of at least 40 people to file fraudulent tax returns, illegally collecting more than $300,000, according to the sheriff’s department.  Twenty-five of the victims were identified as inmates incarcerated at various facilities within the Commonwealth and 15 were identified as relatives of Beach.

Spotsylvania Sheriff’s Office Sr. Detective Joseph Cagnina headed the investigation in a task force approach with the Commonwealths Attorney’s Office, Virginia State Police and Virginia Department of Taxation.

Beach was charged with racketeering, identity theft, grand larceny, money laundering,
filing a false tax return and being a tax preparer who files a false tax return.   Beach is being
held without bond.
