Now former Stafford County School Board Member Emily Fallon was indicted on six felony counts by a Stafford Grand Jury on May 2, 2016. Fallon faces three charges of embezzlement and three charges of obtaining money by false pretenses, according to Stafford Commonwealth’s Attorney Eric Olsen.
The indictments cover the period of June 2013 through June 2015, when Fallon served as president of the Moncure Elementary School Parent Teacher Organization (PTO).
Fallon resigned her school board seat April 30, citing health issues on her Facebook page, InsideNOVA reported.
“The complex investigation began in 2015, when the Moncure PTO alerted the sheriff’s office to significant bookkeeping irregularities,” Olsen said. “The indictments do not allege misuse of county funds or any actions or behavior by Ms. Fallon while a member of the school board.”
The Stafford County School Board will hold a special meeting at 5:30 p.m. Thursday, May 5, 2016, to discuss and approve the procedures for filling the school board vacancy in the Griffis-Widewater District.
Pursuant to Title 24.2, Section 228, of The Code of Virginia, 1950, as amended, the school board may appoint a qualified voter of the election district in which the vacancy occurred to fill the position within 45 days of the vacancy. After 45 days, the judges of the circuit court of the county may make the appointment.
“In the past, the school board has decided to appoint a member within the 45-day statutory window,” said Valerie Cottongim, Stafford Schools public information officer,. “Most recently, in 2012, the school board filled two vacancies necessitated by school board members’ resignations.”
