Bailey, Holmes Win Fredericksburg School Board At-Large Seats

Jarvis Bailey and Jannan Holmes won the two at-large school board seats in the the May 3, 2016, Fredericksburg general election. The win means Bailey keeps his current seat, and Holmes’ District 3 seat will be filled in a special election.

Total votes for the three candidates running for the two at-large seats were:
Jarvis Bailey – 1,365 votes
Jannan Holmes – 1,192 votes
Charlotte Horne – 913 votes

Holmes had two years left in her Ward 3 term, but decided to run for the at-large seat so that her family can have more options where to live in the city. To serve Ward 3 you must live in Ward 3.

“As my husband and I approach our oldest son leaving for college, and our youngest son following in a couple of years, we would like the flexibility to look at downsizing our house,” Holmes said. “Being an at-large school board member allows me to continue to work on making Fredericksburg City Public Schools the best they can be, and look at houses outside of Ward 3.”

There are 16,254 registered voters in the city, as of May 1, 2016, and 21.3 percent — 3,470 — cast ballots in the school board race. Here are the numbers by precinct.

Ward 1: Precinct 101
Total Votes Cast – 605
Jarvis Bailey – 247 votes
Jannan Holmes – 171 votes
Charlotte Horne – 187 votes

Ward 2: Precinct 201
Total Votes Cast – 1,182
Jarvis Bailey – 410 votes
Jannan Holmes – 437 votes
Charlotte Horne – 335 votes

Ward 3: Precinct 301
Total Votes Cast – 792
Jarvis Bailey – 302 votes
Jannan Holmes – 283 votes
Charlotte Horne – 207 votes

Ward 4: Precinct 401
Total Votes Cast – 534
Jarvis Bailey – 251 votes
Jannan Holmes – 188 votes
Charlotte Horne – 95 votes

Ward 4: Precinct 402
Total Votes Cast – 177
Jarvis Bailey – 75 votes
Jannan Holmes – 44 votes
Charlotte Horne – 58 votes

Absentee Ballots

Jarvis Bailey – 80 votes
Jannan Holmes – 69 votes
Charlotte Horne – 31 votes

The remaining members of the school board may now appoint someone to fill the Ward 3 vacancy left by Holmes election to the at-large seat, until the vacancy is filled by special election. That special election would be held concurrent with the general election on November 8, 2016, and “there would be no additional cost to the city,” said Juanita Pitchford, Fredericksburg’s director of elections and general registrar.
