Local Developer Receives $35K for Princess Anne Street Revitalization Project

Jamison Properties, LLC, owned by local developer Jackie Payne, was awarded two EDA grants totaling $35,000 for redevelopment of the former Pure Gas Station at 1600 Princess Anne St.

The Fredericksburg Economic Development Authority voted 6 to 1 Monday, Nov. 14, 2016, to approve the $10,000 Princess Anne Street Corridor Facade Improvement Matching Grant and a $25,000 JumpStart! grant. EDA Board Member Bill Beck voted against awarding the grants, saying Payne would complete the project without them.

“I am both humbled and honored by the EDA’s grants,” Payne said. “As a female developer who is also an interior designer and a city resident, I am completely committed to carefully selecting key properties for repurposing and seeing them thru hands-on.”

Payne purchased the Pure Gas Station and Convenience Store in June 2016 for $263,000 from Terry Yong, who’d owned the property since 2007.

All the underground fuel storage tanks have been removed, and subsequent inspections have cleared the property for redevelopment, Payne said.

Payne plans to expand the existing structure from just under 1,000 square feet to just under 2,000 square feet, and market it for use as a restaurant and office space. A two story addition with working garage doors will enable three season dining. “It’s similar in concept to Fry’s Spring Station, my favorite place in Charlottesville,” Payne said.

“My goal in the reimaging of this space is to follow the guidelines to make it resemble a historic gas station,” she said. She hopes to have businesses open in late 2017.

“I’m focusing my interest on this project and future projects in the Princess Anne Street corridor,” Payne said. “I want to see the corridor enhanced as the entrance to the 40 blocks of historic downtown Fredericksburg.”

“I think the Princess Anne corridor is the next frontier for the city,” said Economic Development and Tourism Director Bill Freehling.

Payne said she’s also committed to renovating versus tearing down; repurposing existing structures.
