FAMPO seeks comment on transportation work plan

The Fredericksburg Area Metropolitan Planning Organization (FAMPO) has initiated a 30-day public comment period for the Draft Fiscal Year 2018 Unified Planning Work Program (UPWP). The Unified Planning Work Program (UPWP) serves as the annual work program for FAMPO. It provides details of the transportation-related planning activities that FAMPO intends to accomplish during the program year utilizing federal, state and local resources. This draft UPWP is for the period between July 1, 2017 through June 30, 2018.
This document is available for review by visiting the FAMPO website, the regional public libraries, the city/counties planning offices and the FAMPO office. What puzzles me is just how long these projects take.
The Fall Hill redo looked to be straight forward yet went on for ever. Very common to drive by there and see no one working at 10 in morning or 3 in the afternoon.
The Highway 17 upgrade they finished except for the paving in November but by then it was too cold to pave. So they did nothing for 5 months waiting for it to get warmer. If they’d just pushed it along a bit they would have been done 6 months sooner. Wouldn’t it be better to get finished, be paid and move on to the next job? Isn’t it more comfortable in August to work at 2AM rather than 2PM.
Do we make sure that the contractors we hire have equipment and manpower to finish these jobs quickly?
Any effort to speed these jobs up would be appreciated.
