Stafford Schools appoints new CFO, other positions

The Stafford County School Board approved four appointments during its June 13
meeting.
 Mr. Chris Fulmer is the School Board’s appointment as the Chief Financial Officer. Mr. Fulmer
is currently the interim CFO and previously was our Director of Finance and Accounting. His
accomplishments include oversight of the FY 2018 budget preparation, which featured zerobased
budgeting, serving as a lead on the MUNIS enterprise system implementation team, and
improving internal controls over purchasing and accounts payable. Mr. Fulmer is a CPA and
certified fraud examiner. He earned his Bachelor’s Degree in Business Administration and
Accounting from James Madison University.
 Ms. Nicole Stewart is the School Board’s appointment as the Executive Director of Technology.
Since November 2015, she has served as the school division’s Information and Database
Services Manager. In her prior role as Manager of Data Systems & Decision Support Services
for Richmond City Public Schools, Ms. Stewart led and participated in district-wide IT strategic
planning. In addition, she has led projects dealing with system and web implementations, a new
student information system, and an award winning district web redesign using open source
content management systems. Ms. Stewart was also a Computer Systems Testing Engineer
with Newport News Public Schools and Assistant Registrar at Christopher Newport University.
Ms. Stewart received her Bachelor of Arts degree in Business Administration from the University
of Maryland and a Master’s in Information Systems from the University of Phoenix. She has
multiple certifications, including the Information Technology Infrastructure Library Foundations
certificate, the Business Process Improvement Certificate and the Microsoft Office Specialist
Certificate in Access and Excel.

 Ms. Caroline Goddard is the School Board’s appointment as the Principal for Anthony Burns
Elementary School. Ms. Goddard is currently principal at Ellis Elementary in Prince William
County. Ms. Goddard began her administrative career as Assistant Principal at Garrisonville
Elementary School. Ms. Goddard was an elementary teacher and reading specialist at Park Ridge Elementary School prior to her appointment at GES. Caroline’s strengths include shared decision making, communication with staff and community, instruction, data collection, teacher
mentoring and evaluation, and curriculum design. She has also completed training in Cognitive
Coaching and Adaptive Schools. Ms. Goddard earned her Bachelor of Arts degree in
Elementary Education from Methodist College in Fayetteville, NC. She earned her Master of
Education in Reading from The University of Virginia and her Post-Master’s endorsement in
Education Leadership from Virginia Commonwealth University. Ms. Goddard earned National
Board Certification in Literacy: Reading-Language Arts/Early and Middle Childhood.
 Ms. Jessica Corwin is the School Board’s appointment as the assistant principal for Rockhill
Elementary School. Ms. Corwin is currently a fourth-grade teacher at Conway Elementary
School. She began her teaching career in Caroline County before joining the faculty of Conway
as a first-grade teacher in 2011. Jessica has had a variety of leadership responsibilities at
Conway Elementary in addition to her internship. She has served as grade level lead, a lead for
the Student Leadership Growth Team, and as a member of the Superintendent’s Teacher
Advisory Committee. Jessica is also a teacher recruiter for SCPS. Ms. Corwin earned her
Bachelor’s degree in Sociology and Elementary Education from Randolph-Macon College. She
earned her Master’s degree in Education Leadership from American College of Education in
Indianapolis, Indiana. Ms. Corwin is a graduate of Colonial Forge High School.
Additional changes in assistant principal assignments for the 2017-2018 school year:
Felix Addo – Assistant Principal – North Stafford High School
Mr. Felix Addo will assume the role of assistant principal at North Stafford High School. He is currently
an assistant principal at Stafford High School. Among other things, Mr. Addo has substantial
experience in developing the master schedule and overseeing school wide testing. He has also
successfully led a committee of stakeholders to obtain AdvancEd accreditation.
Dr. Christopher Quinn – Assistant Principal – Stafford High School
Dr. Christopher Quinn will assume the role of assistant principal at Stafford High School. He is
currently the assistant principal at North Stafford High School. To his new role, Dr. Quinn brings a rich
background in curriculum, instruction, and building leadership. He is especially adept at building
positive relationships with students and staff.
Nicole Ochs – Assistant Principal—Hampton Oaks Elementary School
Ms. Nicole Ochs will assume the role of assistant principal at Hampton Oaks Elementary School. She
is currently the assistant principal at Conway Elementary School. Her accomplishments include
founding the first National Elementary Honor Society in SCPS and increasing student leadership
opportunities and community relationships. Ms. Ochs is also an active member of the Mentor 360
program for teachers new to the division.
Karen Bingham – Assistant Principal – Conway Elementary School
Ms. Karen Bingham will assume the role of assistant principal at Conway Elementary School. She is
currently the assistant principal at Rockhill Elementary School. She was a member of the Pilot team for
Synergy SE and assisted with the division-wide training to implement the program. Ms. Bingham is
also the coordinator of Band Together to Fight Hunger, which features the division’s five high school
marching bands. The event has produced over 21,000 meal donations to the food bank each year.
