Republican David Yancey wins delegate seat by lot

Newport News incumbent Delegate David Yancey won his seat in District 94 after the state election board drew his name from a bowl Thursday morning.

Yancey tied with Democrat Shelly Simonds after the board re-examined one disputed vote and counted it toward Yancey’s total. State law says in the case of a tie the winner is determined by lot.

The victory gives the GOP a one-seat advantage in the House of Delegates. If Simonds had won the drawing, it would have meant an unusual power-sharing arrangement in the House.
