Legacy, owned by Sara Fila, P.E., and Bruce Reese, P.E. & L.S., is a full-service civil engineering
company with deep connections in the Fredericksburg area. The firm offers planning, land
development and inspection services for both residential and commercial projects. The firm is
EDWOSB, SWaM and VSBEP certified.
Miles and Company, owned by Russ Miles, is a professional land planning and land surveying
company that serves the Northern, Central, Southern and Tidewater areas of Virginia.
“We are excited to combine Legacy’s strong track record in engineering with Miles and
Company’s proven surveying talents, “ Fila said. “We have a lot of experience already working
with Russ and his team, and we’re confident this merger will allow us to offer a wide range of
top-notch services for our clients.”
Miles will become Vice President of Surveys for the company, which will retain the Legacy
Engineering name.
“Sara and Bruce are truly admirable professionals who over the years have also become valued
friends,” Miles said. “Our leadership and production teams have proven over and again their

Legacy intends to expand its survey capabilities, including exploring new technologies and
expanding drone operations.
The merger was effective January 1, 2019.
