City Police say the initial report was made on December 18th, 2018 where the victim stated a male identified as 58 year old Larry Owens of Fredericksburg took advantage of her. As the investigation began, detectives became aware of additional incidents where females were taken advantage of by Mr. Owens. On January 7th, 2019, the Police Department executed a search warrant at Owens’ house located in the 300 block of Wolfe Street.
On May 29th, 2019, a grand jury issued direct indictments on the charges The indictments stem from four separate incidents. Owens turned himself in at Fredericksburg Police Headquarters yesterday without incident. He is currently incarcerated at the Rappahannock Regional Jail without bond.
