From the Stafford Sheriff’s Office:

Just after midnight on Friday, April 2nd, Stafford County Sheriff’s Office deputies responded to the Greenbriar Apartments in the 3300 block of Jefferson Davis Highway for a report of a suspect, later identified as Jacob Lisenby, age 25, throwing things around the residence. It was also reported that Lisenby had barricaded himself in a room with weapons.
Deputies made contact with Lisenby and he began to speak with them from the room. Through the course of this conversation, it was determined that Lisenby had lit a fire in the room. Deputies observed smoke and attempted to remove Lisenby from the residence, during which he kicked one of the deputies. The deputy was not seriously injured.
Units with Stafford County Fire and Rescue were dispatched just before 1 a.m. for the reported structure fire. First arriving units arrived on scene approximately four minutes later and reported smoke showing from the second floor of a single-family residence. Units found and quickly extinguished the fire, and determined all occupants had evacuated prior to Stafford County Fire and Rescue units’ arrival.
Due to smoke damage on the second floor, the residents were assisted by the American Red Cross. All occupants denied injury. Smoke alarms were found to be working inside the house. Stafford County Fire and Rescue Units were assisted on scene by Quantico Fire and Emergency Services.
As a result of the investigation, Lisenby was charged with assault on law enforcement and burning of an occupied dwelling. He was held without bond at Rappahannock Regional Jail.
