Stafford authorities arrest man with his fourth DUI

From the Stafford Sheriff’s Office:

Deputy C.C. Lee responded to the area of Brooke Road and Bexley Lane for a report of an intoxicated driver on Sunday. A witness reported the suspect appeared intoxicated and was attempting to make a roadside repair to his vehicle’s side mirror using tape.
Upon arrival, Deputy Lee located the suspect, Prosser Lough, 42, of Delaware City, Delaware, with his vehicle. Lough claimed he was traveling northbound on Brooke Road when someone struck his passenger side mirror. However, there would be no traffic on the passenger side of a vehicle traveling northbound in this area. Deputy Lee observed Lough was unsteady on his feet and had slurred speech. Lough also smelled of alcoholic beverages.
Lough was arrested for driving under the influence-4th offense with an elevated BAC level. He was held without bond at the Rappahannock Regional Jail.
