Express Lanes Closures
Northbound Express Lanes at Exit 140 (Courthouse Road) and Exit 143 (Garrisonville)
Sunday – Monday, 10 p.m. – 4 a.m. The entrance gates to the Express Lanes facility will close in Stafford County to northbound travelers overnight for construction and will reopen at 4 a.m. Between 2 – 4 a.m. on Monday, the first opportunity for drivers to access the Express Lanes facility will be at Route 234 in Dumfries.
Southbound Express Lanes at Exit 150 (Joplin Road)
Monday – Tuesday, 10 p.m. – 4 a.m. Southbound Express Lanes will close at exit 150 (Joplin Road) and all southbound travelers on the Express Lanes will be detoured to the general purpose lanes.
Stafford County
Route 1 Northbound
Monday  – Friday, 9 a.m. – 3 p.m. Single lane closure between Layhill Road and Centreport Parkway for private development construction under permit.
Route 3 Eastbound
Wednesday – Thursday, 7 p.m. –  5 a.m. Expect a mobile operation to allow crews to pave Route 3 eastbound from Cleak Lane to the King George County line.
Route 17 Northbound and Southbound
Sunday – Thursday, 7 p.m. – 7 a.m. Single lane closures on Route 17 northbound and southbound between Sanford Drive and Short Street for Improve 95 construction.
Route 17 Southbound
Sunday – Thursday, 8 p.m. – 5 a.m. Pavement marking work. Single lane closure for mobile operation on Route 17 southbound between McLane Drive and Sanford Drive.
Leeland Road
Monday – Friday, 9 a.m. – 5 p.m. One-way, alternating traffic for milling and paving work between Deacon Road and Morton Road. Motorists can expect a temporary rough ride while milling is underway ahead of resurfacing.
Eskimo Hill Road
Monday – Friday, 7 a.m. –  5 p.m. Bridge work under the bridge. Alternating lane closures and flagging on Eskimo Hill between Montague Loop and Brooke Road. Flaggers will alternate one-way traffic through the work zone.
Mobile Paving Operation
Monday – Tuesday, 9 a.m. –  7 p.m. Expect a mobile operation to allow crews to pave various routes and intersections in Stafford County. Flaggers will alternate, one-way traffic through a work zone or direct drivers through an intersection on the following routes:
  • Route 608 and Route 1
  • Route 628
  • Route 648 and Route 709
  • Route 733 and Route 630
Spotsylvania County
Route 17 Northbound and Southbound
Sunday – Thursday, 8 p.m. –  5 a.m. Pavement marking. Mobile operation. Crews will be working between the Route 2 intersection at New Post and Old Dominion Parkway.
Route 208
Monday – Friday, 9 a.m. –  3:30 p.m. Single lane closure on Route 208 between Plantation Forest Drive and Brock Road for private development construction under permit.
Caroline County
Route 1 Northbound Southbound
Monday – Friday, 6 p.m. – 9 p.m. Single lane closures on Route 1 between Ladysmith Shopping Center and Collins Boulevard for pipe and survey work.
Route 639 (Ladysmith Road)
Monday – Friday, 9 a.m. – 3 p.m. Expect single lane closure on Ladysmith Road between Route 1 and Allen Street for pipe work.
Gloucester County and Middlesex County
Route 17 Northbound
Tuesday – Wednesday, 9 a.m. – 3:30 p.m. Bridge inspection. Single lane closure on Route 17 northbound at the bridge over Dragon Run.
King George County
Route 205 (Ridge Road)
Sunday – Thursday, 9 p.m. – 5 a.m. Single lane closure to allow crews to apply pavement markings between Route 3 and Route 301. A flagging crew will direct one-way alternating traffic in the work zone.
Route 301
Sunday – Thursday, 9 p.m. – 5 a.m. Single lane closure for milling and paving between Route 3 and Route 205. A flagging crew will direct drivers in the work zone.
Lancaster County
Route 3
Wednesday – Friday, 9 a.m. – 6 p.m. Mobile operation with single lane closure on Route 3 eastbound and westbound between Route 360 and Folly Neck Road for pavement work near Kilmarnock and Merry Point Road, as well as, between Hickory Hill Lane and Route 200.
Thursday – Friday, 7 a.m. – 7 p.m. Mobile operation with alternating single lane closures on Route 3 between Whites Road and Devils Bottom Road for paving.
Pavement Marking Mobile Operation
Monday – Friday, 7 a.m. –  7 p.m. Expect a mobile operation to allow crews to apply pavement markings on various routes. Flaggers will alternate, one-way traffic through a work zone or direct drivers through an intersection on the following routes:
  • Route 646 between Route 222 and Route 200
  • Route 646 between Route 3 and Route 647
  • Route 646 between Route 200 and Route 3
  • Route 688 between Route 200 and Route 3
Mathews County
Route 3
Monday – Tuesday, 9 a.m. – 3:30 p.m. Bridge inspection. Single lane closure on Route 3 at the bridge over Burke Mill Stream. Flaggers will direct drivers through the work zone.
Route 14
Monday – Tuesday, 9 a.m. – 3:30 p.m. Bridge inspection. Single lane closure on Route 14 at the bridge over North End Branch and Burke Mill Stream. Flaggers will direct drivers through the work zone.
Northumberland County
Route 360
Monday – Friday, 7 a.m. – 7 p.m. Mobile operation with single lane closure on Route 360 eastbound and westbound for pavement work between Ridge Road and Route 644.
Secondary Road Resurfacing Work
Monday – Friday, 7 a.m. – 7 p.m. Expect mobile lane closures, with one-way, alternating traffic directed by flagging crews. Crews will be applying surface treatment on the following routes:

Richmond County
Route 3

Route 360

Westmoreland County
Route 202 (Cople Highway)
Monday – Friday, 7 a.m. – 7 p.m. Expect mobile operation with a single lane closure for milling and paving between Zion Church Road and Sandy Point Road.
Route 203
Monday – Wednesday, 7 a.m. – 7 p.m. Expect mobile lane closures, with one-way, alternating traffic directed by flagging crews. Crews will be applying surface treatment between Route 202 and Route 3.
Secondary Road Resurfacing Work
Monday – Friday, 7 a.m. – 7 p.m. Expect mobile lane closures, with one-way, alternating traffic directed by flagging crews for surface treatment on the following routes:
  • Colony Way
  • Crystal Lane
  • Cypress Drive
  • Huntsman Way
  • Sweetbriar Lane
Winter Storm Debris Cleanup Update
Cleanup of downed trees and debris from the Jan. 3 winter storm continues along primary and secondary roads in Caroline, King George, Spotsylvania, Stafford and Westmoreland counties.
VDOT estimates around 2.5 million cubic yards of debris will be gathered by the end of the contracted cleanup operation in Fredericksburg District, which is expected to continue by contractor crews through late July.
Motorists should be alert to mobile work zones in the affected counties, with lane closures as needed. Crews are using heavy, slow-moving construction equipment to gather debris along road shoulders and medians.
Additional Projects in Fredericksburg District
Caroline County
Route 639 (Ladysmith Road) Widening
Construction is underway to widen Route 639 (Ladysmith Road) to four travel lanes between I-95 and just west of Route 1. A new raised median will separate eastbound and westbound travel lanes to allow for improved movement through the corridor. Additional left and right turn lanes will be built on Ladysmith Road at the Route 1 intersection. A shared use path, sidewalks, crosswalks, and pedestrian crossing equipment will be installed. The project is expected to be complete in May 2024.
Route 652 (Cool Water Drive) over Polecat Creek
Cool Water Drive was closed to through traffic in March 2022 at the bridge over Polecat Creek, and will remain closed for a bridge replacement project. Significant deterioration was discovered in key bridge elements during a bridge inspection and VDOT closed the bridge for motorist safety. Motorists should follow signs posted along the recommended detour route. Preliminary engineering is underway on a project to replace the bridge, and work will be accelerated. The new bridge is estimated to open to traffic in September 2023.
Ladysmith Safety Rest Area, I-95 Southbound
Expanded parking for trucks and oversize vehicles is now open at the I-95 Southbound Safety Rest Area at Ladysmith, located at mile marker 107 in Caroline County.
There are now 45 parking spaces for operators of large vehicles to safely park and take a break along I-95 between the Fredericksburg and Richmond areas. The $4.2 million project more than doubled the existing truck parking area, which had 20 spaces before the project.
Construction started in spring 2021. Work will continue for several weeks around the margins of the parking lot, as crews complete concrete work, grading, fencing, and seeding. But the new parking spaces will be unaffected, and will remain open.
In addition to the 45 truck parking spaces, the rest area offers 55 parking spaces for cars and 4 handicapped-accessible parking spaces. It is one of Virginia’s most heavily-visited rest areas, with an average of just under 4,000 visitors a day.
King George County
A single northbound and southbound lane are closed on Route 301 between the weigh station and the Nice-Middleton Bridge for a Maryland Transportation Authority project to replace the bridge over the Potomac River and realign Route 301 at the bridge approach.
Richmond County
Route 637 (County Bridge Road)
County Bridge Road is closed to through traffic at the bridge over Cat Point Creek due to damage following heavy rain and flooding in summer 2021. The bridge replacement project is in preliminary engineering, with construction starting in fall 2022. The new bridge is anticipated to reopen in summer 2023.
Spotsylvania County
Route 1 and Commonwealth Drive
Be alert for construction activity on Route 1 near the Commonwealth Drive intersection, where work is underway to build a nearly 700-space Park & Ride commuter lot. Be alert for work zone barriers along the shoulders of Route 1, and lanes that are shifted to the east near the Commonwealth Drive intersection. Project completion is anticipated in May 2023.
Route 17 Overpass Replacement and Widening
Construction started in December 2020 on a project to replace the existing two-lane interstate overpass on Route 17 with a four-lane bridge. Route 17 will be widened to four travel lanes to just east of the Hospital Boulevard/Germanna Point Drive intersection. Sidewalk, a shared-use path, and pedestrian crossing equipment will be added as part of the project. Improvements will be completed in Feb. 2024.
Parkview Drive
Parkview Drive is closed to through traffic in the Artillery Ridge subdivision for approximately three months, through early Aug. 2022. Parkview Drive will be closed near the Artillery Ridge Road intersection to allow VDOT crews to remove three deteriorated corrugated metal drainage pipes under the road. They will be replaced with concrete drainage pipes. Crews will be working on Mondays-Thursdays, 7 a.m. to 5:30 p.m.
